How cheap can a person build a SL-R?

Fran can do it for $15,995! I would guess the cheapest tire set would be around $600, and the cheapest engine / trans would be around $1000 (not that anyone would want it), so maybe $17,600 plus shipping and taxes...
$20,000 would be a realistic goal, but I plan on spending $25,000 with an upper budget of around $30,000. I want to add some street 'fool' features...
